This policy paper is a concise exploration of the available data for affordable housing problem in Iowa City. The affordable housing that currently exists in Iowa City is financed primarily by federal dollars and charitable donations. The research in this paper suggests that the private sector can and should join the public and nonprofit sectors in maintaining and increasing the supply of affordable housing in Iowa City. As the economy continues to pick up steam, it may be useful to require private developers to set aside a percentage of each development as affordable housing, in return for clearly defined incentives. The paper describes this inclusionary zoning in detail and regards it as one potential solution to preserve existing affordable housing and create new affordable units for Iowa City.
